First draft of MP/LS changes. Currently for GER and ITA only. MP/LS is spread out.
For example: City X had 20 MP. Now it has 10 MP and nearby provinces have 2 MP each.
Submarine tweaks
Combat stats reduced. Increased Surprise Chance and Bonus Damage.
Goal is to make them great in first turn of combat and worthless later.
Needs more testing
USA rework
Tweaked most bonuses and penalties. Starting IC greatly lowered. Added 9 gear up steps giving
IC and LS after war starts.
Unique units no longer free for player. Option to place them on map removed completely.
New units will be put in production queue 25% completed. Upgrades/refits - 75% completed.
Event costs and bonuses/penalties changed accordingly
These changes affect division sized unique units, planes and ships.
SA and HA yearly bonuses. Goal is to make battles more deadly early in the game and
less deadly later.
Occupation bug fix
Transport units tweaks in starting and event spawned OOBs
